or maybe he has an unrestrained flair for the dramatics and can't help who he is as a person (re: a huge jerk) and thinks it's funny to cause a scene for irie shouichi. because that's who he's waiting for, and who'll have to field curious questions from any onlookers when he arrives. that's his problem.

it's in the very nature of their arrangement, after all. irie shouichi needed money, and mukuro? well, he has his reasons for wanting to cart shouichi around on his arm and spend unnecessary amounts of money on him. one of those reasons might be that he enjoys seeing his blood pressure rise, likes seeing him flustered. the others? to be discovered.
